Unfortunately, he has no digital footprint and despite being in touch with the boys on the phone, he won’t tell them where he’s living-not even the country!
CMS won’t reopen the case without an address, as you say.
I believe he must have a private rental agreement where he pays cash and he earns cash from a job and so avoids paying CMS for any of his 3 sons (he also has a 3 yr old son) or tax for that matter and is getting away with it!
