In September 2008, the government announced a new package of measures to help people with the rising costs of fuel bills. The new Home Energy Saving Programme (HESP) measures are:
- The launch of a Community Energy Saving Programme to target people living in deprived areas. The programme will operate in around 100 areas, offering face-to-face energy advice and informing customers about the support they can get.
- An increase in the Cold Weather Payment from £8.50 per week to £25 per week – see below
- Extra money going into the CERT and the Warm Front schemes – see below on cold weather payments.

- Information from energy companies telling customers what measures they can take to save on fuel costs.
- For some customers discounted bills from their energy companies.
- Easier switching from pre-payment meters to direct-debit payment. This can save on average £92 a year on gas bills and £64 a year on electricity bills by switching to direct debit.
